পুলিশ যখন দায়িত্ব পালনে পশুর মত আচরন করে, সেই সমাজে গনতন্ত্র থাকেনা (পর্ব-1)

আমি তখন প্রাইমারী স্কুলে পড়ি।একদিন আমাদের গ্রামের বাজারের উপর পুলিশ এসে দাড়াল ।খাঁকি পোশাক পরিহিত পুলিশকে গ্রামের ভিতরে ঢুকার সময় যারা দেখেছে , তারা ভয়ে জড়সড় হয়ে বাড়িতে ঢুকে পড়েছে । আতংক ছিল না জানি কাউকে ধরে নিয়ে যায় কিনা। গ্রামের মুরব্বীরা খবর পেয়ে পুলিশের কাছে এলো এবং তাদের কে জিজ্ঞাসা করলেন, আপনারা কেন এসেছেন।পুলিশ বললেন, আমরা একটি ইনভেস্টিগেসনে এসেছি।বলা বাহল্য, বতমানে যারা বামরাজনীতি করেন, স্বাধীনতার পর তাদের অধিকাংশ দলীয়কর্মীই আন্ডারগ্রাউন্ডে রাজণীতি করতেন ।বিত্তশালী লোকদের নিকট থেকে জোর করে টাকা পয়সা সংগ্রহ করে নিজেদের পরিবার ও দলের খরচ যোগাতেন। গ্রামের ভাষায়,এদেরকে নকঁশাল বাহিণী বলা হত।বাংলাদেশের বিভিন্ন এলাকায় এদের উপদ্রব ছিল।

যাইহোক, পুলিশের কথা বলছিলাম।পুলিশ সামাজিক পরিবেশে মুরব্বীদের সাথে চা বিস্কুট খেয়ে, তাদের প্রয়োজনীয় তথ্য নিয়ে চলে গেলেন।পুলিশ যাওয়ার পর গ্রামবাসী কৌতুহল মেটানোর জন্য দৌড় দিয়ে মুরুব্বীদের নিকট জানতে এসেছিল, কি হয়েছে ? পুলিশ এলো কেন ? কাকে ধরছে ? আপনাদের কোন সমস্যা হয়নিতো ? ইত্যাদি ইত্যাদি।মুরুব্বীরা আমাদের কে বললেন, আরে বোকা ! পুলিশ তো মানুষ ।ওরা মানুষের ভালোর জন্য কাজ করে । সমাজে যারা খারাপ কাজ হয়, চুরি , ডাকাতি , রাহাজানি করে , পুলিশ তাদেরকে পাকড়াও করে আইনের হাতে তুলে দেয়।পুলিশ মানুষের বিপদে –আপদে পাশে এসে সাহায্য করে। সেই সময় পুলিশকে আমি সমাজের সাহায্যকারী বাহিনী হিসাবে মনের মধ্যে স্থান দিয়েছিলাম।

আমি তখন নবম শ্রেণীতে পড়ি, পুলিশ শব্দের একটি এলাবরেশন করলাম সেটি কী :

POLICE: P=Polite! O=Obident! L=Loyality! I=Integrity! C=Co-operant! E = Effecient!!!.

পরবর্তীতে বইতে পেলাম-

POLICE means,

P=Protectors! O=Othersbeforeself! L=Loyal! I=Integrity! C=Courageous! E = Effecient!!!.

যাইহোক, উভয় অর্থের মধ্যেই তাদের সম্পর্কে একটি সৎ,দায়িত্বশীল, নিয়মতান্ত্রিক, সাহসী বাহিনী হিসাবে বিবেচনা করা যায়।

তাদের দায়িত্ব ও কতর্ব্য সম্পর্কে পুলিশ অর্ডিন্যান্স এ্যাক্ট-এ বিস্তারিত বলা হয়েছে। নিচে উল্লেখযোগ্য দু্-একটি তুলে ধরা হলো ।

The word "Police" means, generally, the arrangements made in all civilised countries to ensure that the inhabitants keep the peace and obey the law. The word also denotes the force of peace officers (or police) employed for this purpose.

অন্য কথায়,

The organized body of civil officers in a city, town, or district, whose particular duties are the preservation of good order, the prevention and detection of crime, and the enforcement of the laws.

What is antisocial behaviour? (অসামাজিক আচরণ কী )

Antisocial behaviour causes distress or alarm to residents and harms their quality of life. It includes:

• noise

• begging

• littering (including drug paraphernalia)

• prostitution and kerb crawling

• nuisance neighbours

• street drinking

• vandalism

• rowdy behaviour.

What the police can do(পুলিশ কী করতে পারে)

The police can take action about any anti-social behaviour which is a criminal offence and can prosecute someone who has:

•attacked another person, causing physical and/or psychological damage

•wilfully damaged someone else’s property

•behaved in a threatening or abusive way in order to intimidate or frighten or cause harassment, alarm or distress intentionally, for example, by stalking you or writing ant-gay slogans on the wall outside your home

•incited racial hatred or violence by, for example, distributing racist leaflets.

General powers of the police(পুলিশের সাধারন ক্ষমতা)

Many rules about police behaviour are set down in codes of practice, and there are also laws about some of the things the police can and can't do.

The police are also covered by the law about discrimination, which means it's against the law for them to discriminate against you because of:

• age

• disability

• gender reassignment

• pregnancy and maternity

• race

• religion or belief

• sex

• sexual orientation.
