Fair Election never possible in Bangladesh without Caretaker Government. If you look into USA, India or any developed countries, always Election Commission deals national election. There is no question of dialogue between Government and opposition parties regarding election. That means the government no way able to interfere election. But in Bangladesh, the EC is just symbolic administration. Government controls A to Z during elections. EC works according to government wish. Since the situation is like that, so not necessary to arrange even election. BAL and Hasina league - they are by nature real terrorist group in BD, so they will be in power - that's all. Otherwise if you say democracy in BD, then only the solution is to arrange election under Caretaker Government. This looks so funny that now everybody is asking to dialogue between Illegal Government and Opposition parties to arrange election. Looks like now government is going to arrange election instead of Election Commission.
