The Administrative Policy of Islam

This is a policy in its kind a noble and developed plan in line with Holy Quran and Sunna, on the basis of Allah fearing, human rights, accountability and well being of mankind in large. The model of Administration in Islam is quite different from that in the present worldly system which is most materialistic. We know Islam is a complete and comprehensive way of life and surrounds all human activities encircle to life here and hereafter. It has laid down a sound system of administration so that no human being is suppressed or depressed from human rights.

Islam cannot work on hypothesis ideas and materialize unrealizable thoughts. It emphasizes inner sanctity since it desires to uphold the dignity of mankind. Islam prioritizes certain basic qualities which an administrator must be possessed.

The first and foremost quality is ‘Honesty’ a moral value which influences the individuals to refrain from bad activities. It intends to run a corruption free society. Islam emphasizes certain principles to eliminate corruption. The Holly Quran and Sunnah gave the highest priority on integrity of a man.

• Allah say’ “ you who believe! Fear God, and be with those who are true (in word and deeds).” (Quran 9:119) “Oh ye who believe! Eat not up each other’s property by unfair and dishonest means.” (4:29)

• Prophet (SM) say’s “Truthfulness leads to righteousness, and righteousness leads to Paradise. In addition, a man keeps on telling the truth until he becomes a truthful person. Falsehood leads to wickedness /evilness and evil-doing, and wickedness leads to the (hell) fire, and a man may keep on telling lies till he is written before God, as a liar”. (Saheeh Al-Bukhari)

• Rasul (SM) say’s“Honesty descended from the Heavens and settled in the roots of the hearts of men (faithful believers), and then the Quran was revealed and the people read the Quran, (and learnt it from it) and also learnt from the sayings and traditions. Both the Quran and the traditions strengthened their honesty. (Saheeh Al-Bukhari)

• Allocation of duties took place by prophet himself.

• Unworthy people were not assigned in job.

• Officers were not allowed bribe or gift other than salary.

All the four pious holy Khalips were ready to follow the principles of Prophet Mohammad (SM) during their lifetime.

• Hazrat Omar (RA) made a through inquiry against Hazrat Amar Bin Aas (RA), Governor of Egypt to his extra wealth and property he earned after his appointment as Governor.

• Hazrat Ali’s (RA) letter to Malik Bin Ashtar Governor of Egypt & Osman Bin Hanif Governor of Basra not to attend the parties arranged by people in their honor. This letter was considered as great contribution towards administrative actions.

• Islam opposes evil consequences of force and frauds in administration rather it emphasize complete justice in administration. Rasul (SM) says his dearest and nearest man in the day of resurrection day will be the honest rulers.

• In Islam judiciary is fully separate from Administration and both are independent in their arena. Islam thinks success of political authority depends on quality on justice in its jurisdiction.

• Islam wishes to establish veracity/trueness in Administration to uphold the dignity, human right creating a congenial atmosphere in Administration. If veracity is absent than unethical activities, hitching & nagging may arises.

• The Holy Quran says ‘when you say a word or pronounce a judgment, be true and just, though the person is your relative’.

• Islamic Administrative system applauded patience as one of the noble qualities of Administrator. Rasul (SM) says `when Allah wishes to bless community He blesses with officers who are patient and large hearted’. It should be spontaneous.

• Islam has focused special attention of mass complaints against bureaucracy since it intends to remove hurdles like misunderstanding and mishandling of different issues.

• Accessibility is an important feature of this system. General people should have free access to Administration Islam has balanced between Administrative powers and Administrative responsibilities.

• Accountability towards people and accountability towards Allah is a unique character for administrators.

 Administrators are duty bound to explore their every sort of capacity towards political-social reform and unique cultural activities.

Islamic Administration and structures thereof:

 Administrative structure: Administrative power allocated in learned and experienced Sahabies. Hazrat Omar (RA) established consultative body Majlish Al Khas & Majlish Al Aam among senior Olamas.

 Secretariat: Nabi Karin (SM) appointed Kateb (secretary) for writing Wahi and also responsibility given to renowned Sahabies for central and provincial administrations.

 Provincial administration : In Provincial administration one pious and learned person be appointed.

 Treasury: Jakat, kharaj, Ushar, Jijia, Maal E Ganibat & ALFE (Bhumi kar) are the sources of Treasury.

 Judiciary: Judiciary is separate from administration. Chief justice called as Kazi. Kazis are to take advice from Fakihs.

 Military administration: One appointed as chief of Army. There was a detective branch also.

 Religious publicity & Religious education: Every Muslim was engaged in Religious publicity and education.

 Election : Democratic system was established. Formed Ahl Al Imamah (Nirbachak Mondali). They need special quality. Two types of election one is Selection another is loyalty through rising hands ,both are democratic.

 Majlish As Suara (Mantranoly Parishod): Every critical matters were discussed and took decision unanimously.

 Police Division: A disciplined police force was established during the Khaliph Hazrat Omar and Ali (RA).

 Education: Education was compulsory. This system was mosque based. Other than religious education there were law, mathematics & philosophy etc.

Welfare department: To enhance social welfare oriented activities welfare department was established and it ensured all kinds of interest

of mass people irrespective of cast, creed.
